Former Chief Sec presents alternative proposal

Former Chief Secretary Kelvin Charles has been out of the spotlight for some time, but last night, he was in attendance at the consultation for the Black Rock Heritage Park, where he presented an alternative plan. The Tobago Reforestation and Watershed Rehabilitation Programme was seeking views from the community regarding the development of a user policy and fee structure for the use of the park.
