Former Chief Secretary Kelvin Charles Presents Alternative Plan for Black Rock Heritage Park

Black Rock, Tobago – June 11, 2024 – Former Chief Secretary Kelvin Charles has been out of the spotlight for some time, but last night (June 10, 2024), he was in attendance at the consultation for the Black Rock Heritage Park. During the meeting, he presented an alternative plan for the park’s development.

The Tobago Reforestation and Watershed Rehabilitation Programme (TRWRP) had organized the consultation, seeking views from the community regarding the development of a user policy and fee structure for the park’s use. Charles’s unexpected appearance and proposal highlight ongoing discussions about the future management and accessibility of key heritage sites in Tobago.
