A Deeper look into the Speaking Order

Presiding Officer Abby Taylor provided insights into the recent dismissal of Assemblyman Watson Duke during the last Plenary Sitting, shedding light on procedural guidelines and member training within the Assembly Legislature.

Abby Taylor, currently serving as the Presiding Officer, clarified the process by which members are recognized to speak during sessions. She explained that members signal their intent to speak by pressing a button on the microphone system, after which they are granted the floor. This procedure was followed by Assemblyman Wane Clarke but led to misunderstandings with Assemblyman Watson Duke, who felt overlooked despite Taylor’s recognition attempt.

Taylor emphasized the importance of maintaining order during sessions, noting that when she stands, all members should be seated, a protocol that was not adhered to by Assemblyman Duke. This incident highlighted the challenges of enforcing procedural rules in a legislative setting.

Regarding member training, Taylor acknowledged that many current members are new to their roles, necessitating extensive training sessions. In 2022 alone, multiple training sessions were conducted to familiarize members with their responsibilities under the standing orders. Taylor expressed openness to additional training sessions based on member feedback, recognizing the complexity of interpreting legislative rules and their applications.

Despite the challenges, Taylor emphasized a commitment to upholding parliamentary standards and seeking guidance from legal experts when necessary. As the current session of the Assembly Legislature approaches its two-year mark, Taylor underscored the learning curve for both herself and members, acknowledging that mistakes are part of the process.
