Born and raised on the island, Hochoy Charles possessed an intrinsic understanding of the challenges and aspirations of Tobagonians. His keen intellect and unwavering dedication to his homeland led him on a remarkable journey that redefined Tobago’s political landscape.
Entering politics in the early 1980s, Charles swiftly ascended through the ranks, earning the trust and admiration of his constituents. Making history in 1987, he became Tobago’s first Chief Secretary, a position he held with distinction for three consecutive terms until 2001. During his tenure, Charles championed initiatives focusing on sustainable development, healthcare, education, and infrastructure.
Charles’ legacy is marked by significant improvements in various sectors, transforming Tobago into a major tourist destination and economic hub. His commitment to progress led to unprecedented growth and development on the island.
A notable achievement was Charles’ relentless effort to improve healthcare services. Spearheading the construction of modern healthcare facilities, he ensured Tobagonians had access to adequate medical care, emphasising the importance of accessible and quality healthcare.
Education was another key focus for Charles, who believed it was the key to Tobago’s potential. Ambitious projects to improve road networks, enhance public transportation, and expand the tourism and hospitality industry were initiated. His efforts resulted in increased investment, job opportunities, and a boosted local economy.
The heavy roller was one of the loudest voices to champion the cause for autonomy for Tobago for many years. Unfortunately, Tobago has not yet been granted full autonomy and that fight continues.
However, Charles’ remarkable contributions and unwavering dedication to public service will forever be remembered. His visionary leadership has left a lasting legacy, transforming Tobago into a thriving island with a bright future.
