Tobago’s Views on Autonomy

A recent survey conducted by the Tobago Civil Society Network (CivilNET) has shed light on Tobagonians’ perspectives regarding autonomy, revealing both familiarity and reservations among participants. According to CivilNET Chairman Rodney Piggot, 53% of those surveyed expressed skepticism about Tobago’s preparedness for greater autonomy.

Piggot highlighted that while 94% of respondents claimed familiarity with the concept of autonomy, a significant 88% indicated a need for more information to fully grasp its implications.

“This survey underscores a critical need for educational initiatives,” Piggot emphasized during an interview. “We want to stimulate civil society and mobilize support within the Tobago House of Assembly (THA) and parliament to advance the autonomy agenda.”

CivilNET initially aimed to conduct educational forums following the survey to educate the public about autonomy’s specifics. Piggot emphasized the importance of these forums in shaping public discourse and influencing legislative action.

Addressing concerns about the 23% of respondents comfortable with the central government retaining control over Tobago, Piggot suggested that this sentiment might be influenced by party politics rather than informed deliberation.

The survey also revealed a preference among many Tobagonians for adopting a US-style federal system of government within the THA. This sentiment aligns with Chief Secretary Farley Augustine’s recent statements advocating for a system that grants Tobago greater legislative and administrative authority.

Piggot acknowledged the complexities involved in implementing such a system, noting that it would necessitate significant constitutional reforms affecting both Tobago and Trinidad.

Looking ahead, Piggot expressed interest in conducting another survey post-educational forums to gauge any shifts in public opinion regarding autonomy.

In response to these findings, Secretary of Food Security, Natural Resources, the Environment, and Sustainable Development Natisha Charles-Pantin confirmed ongoing discussions and expressed support for initiatives aimed at empowering Tobago through enhanced autonomy.
