The Political Leader of the Progressive Democratic Patriots, Watson Duke, believes that Tobago’s October Carnival served as a distraction from the island’s poverty issues. Duke acknowledged that the event was successful in attracting visitors and creating a vibrant celebration; however, he questioned who truly benefited from the Tobago Carnival.
