TEMA Director Allan Stewart emphasized that the nation must focus not only on response but also on preparedness—an approach involving planning and readiness before disasters occur. This minimizes impact and expedites recovery.

Stewart highlighted that Tobagonians are often bombarded with different messages about disasters. He urged citizens not to confuse a disaster and a hazard, as the latter represents threats and forthcoming risks with the potential to harm people, activities, property, and the environment.

Stewart explained that structures lacking proper construction or weather resilience are more susceptible to disaster outcomes. He emphasized the importance of educating and informing the population, enabling individuals to comprehend the hazards they might face and take necessary precautions.
